Offered a CD for available grants for $1.98. A week later my bank account was charged $69.95

I applied for the free CD and paid shipping and handling which was $1.98. While checking my bank account imagine my surprise to see $69.95 debited! Nowhere on the sign up did it mention being charged $69.95. (Which I am now finding out is a "monthly" fee.)
It said that I could cancel membership in 7 days from sign up. When I went back on the website, there was contact information that gave me phone numbers that only had automated messages. How convienient that I have not received my information package and my 7 days have expired to cancel.
This is a total ripoff! How can I even decide if it would be worth almost $70 if I haven't received anything yet?! They should be more forthcoming when offering products.
I will be on my way to my banking institute as soon as it opens tomorrow to stop payment! (Which of course will cost me a fee.)
