Withdrew money from my bank account without my permission or knowledge

This company withdrew $16.95 from my bank account using my debit card number for three consecutive months. I'd never heard of them, nor have I accepted any memberships to anything. It is a phishing scam. Now my bank (First National Bank of South Florida) claims the "merchant" is responsible for refunding the money they blatantly stole!
When I called them (800-475-1942) a very insolent young man laughinly told me I had joined their services via phone in August of this year. Mind you, I took out my landline over six months ago and only have cell phones, which are non-pub.
