Charged my account without me submitting the application On The Internet

I received an email from this company about appling for a credit card if you have bad credit. So, I started entering my information and then they asked for my bank account information after I entered that the next page said that they would charge my account $99.00; once I seen that fee notice I closed out the entire application without submitting. I called my bank to find out that this company had charged me $99.00 anyway. I am in the process of disputing the charge because I did not authorize it. Something needs to be done about this company and how the prey upon people. I not not he only consumer that they have done this too.
