Fees keep piling Up even when out of work

I went through a seperation and had to move 2 hours from my job. I gave notice and left. With jobs being so little. I'm still unemployed. I took most of what money I had out of my bank in Hastings to live on. I left what I felt enough for any monthly fees etc till I got my address changed and was able to establish a bank where I was moving. My account went into a negative balance of 3.85. I had a check that was paid from money order but was ran through account again. Making it around 35.00. Since I didnt have the money. I had talked to the bank a few times and was told I needed to speak with supervisor to remove some fees and put hold on account. I recieved no calls back.in the mean time they charge 15.00 every 7 days the account is negative. I now have a negative balance of 198.00. I changed my address with the bank and left my phone number several times. I just want to try to clear this up and hopefully get on with my life and find a job. I recieved a certified letter from bank which had a postal stamp of 5.82. I thought if they spend that kind of money it would of covered my origonal negative balance of 3.85. I guess its there way of helping out with the person that is struggling to get back on there feet. I feel like its a no win sitiuation. Even if I pay a little they still keep charging 15.00 every 7 days. With no income coming in it seems impossible! Help!!
