Was not informed that the owner and lead artist has hepatitis

I recently discovered that the owner of capital tattoo in ivy road has had hepatitis for years. I've been there to get a tattoo and have sent friends there so i was really upset to learn that this is something that no one knows about. Should a tattoo artist be allowed to practice if he has a communicable disease?
