Smart Step Insurance
Another help needed for my parents

I have a query and a complaint about this stupid company calling itself SMART STEP INSURANCE... I live in Australia while my parents are in California, recently when i had a chat with my mom she told me about this thing, in which $40 per month are taken out of her bank account by the above mentioned company and as she told me she is quite sure that she never signed in or consented to anything that involves $40/month. And she just noticed it recently while this thing is going on since Feb or Mar 07.. She has got an account with BOA but to be very honest with you she is a simpleton and doesn't know much of these things. So she doesn't know how to go about with these kind of things. Is there anything that you can advice her, or do you think it would be wise enough if she just gets her bank account closed and get it opened with some other bank. Also if you could provide me with some links or information about the fraudulent department that is there in California it would be of great help.
