Took 998.00 out of credit card and will not return a call

Told me they could reduce interest rates on all credit cards and car payment interest down to nearly nothing for a one time fee of 998.00. I did not sign anypapers what-so-ever and as soon as i hung up, they attacked my credit card.

I had fraud protection, but at the second attempt the credit card went through. Now i have to go through God knowes what and still may not get my money back
