Messaging Phonebill scam Plantation

I received my phone from Embarq that showed a third party charge for $14.95 from Intelicom messaging. I did not sign up for this service - when I called they were really quick to refund my money.

I can't believe Embarq just lets them put charges on the bill without making sure the customer really signed up for it.
