I saw this rental property on craigs list

I called the number on craigs list got the address of 149 wade lane, oak ridge tennessee my wife and 3 kids went and looked at it, liked it, called mr. Lucas barnes, he met me, at the address, some work needed to be completed, no problem or so i thought, gave him 500.00 deposit, he gave me a written receipt, tried repeatedly to make contact with this man to no avail. This was on june 10th finally on june 21st he returns my call, he will only refund 250.00 of my deposit, is this a rip off or what,

This landlord is a master fire fighter for knoxville tennessee, and he by far is a slumlord, so beware his ad is still on craigs list. When you call his phone you are forwarded to his voice mail, so you won't hear his name or a message. That should have told me something. The only reason i know where he works is one of his tenants, i hope he has no problem sleeping at night, i could never be such a jerk-off
