Ripped off 39.95 out of my account without authorization

I ordered an information cd about goverment grants for 1.97. I have never received this cd but the company has charged my debit card 39.95 and has caused me an over draft charge of 35.00. That totals to 76.92 for something I have not received. This a complete scam.
