Keeps sending unwanted forecasts after cancellation and payment was made

I received a forecast from Carol Mason. I paid for the forecast and wrote cancel my subscription on the payment coupon. She keeps sending them and I write on the unopened mailings "Return to Sender". She sends me a bill claiming I owe $99.80 for items I never opened and had returned to sender.
