Got a letter in mail with a check saying I won 150,000 dollars

Got a letter in the mail saying I won 150,000 from the 2008 Power Play Stake with a check for 1,980.00 and had to send it to a Carol White in Canada for the certificate of Clearence and they were sending me another check for the insurance, I sent Money gram to Carol White for the certificate, the bank said it was good and cashed it... Now they will not answer the phone or anything, I have not recieved the other check yet, the man I talked to on the phone a few times said his name was Don Smith

I am filing this so my bank won't make me pay the money back for I didnt keep it
