Misinterpreted information Complete Rip off!

I was told that I would be getting an actual credit card and all I needed was an active checking account. They had to take $200 out f my account and they would send me my card. I got the card and its a piece of paper that says USA Financial Card on it with 6 digits. Complete rip off and now I am out of $200 dollars.
