Out of State and falsly accused of not paying a $0.35 toll. $25 processing fee

I traveled to NJ recently and after returning home to MA, received a NOTICE OF ENFORCEMENT ACTION for allegedly not paying a $0.35 toll. They sent a picture of the rear of my car, but the license plate is un-readable. Never mind that, this charge is totally ridiculous. There is NO WAY I skipped through a toll booth without paying. No way. But of course, how can I prove it? If I or someone else had a mind to skip through tolls, wouldn't we just drive through all of them? To be accused of driving through a $0.35 toll without paying really pisses me off, especially because of the obvious position I am in, being an out of stater, who has no choice but to pay the $25 fee the state is charging me for something as ludicrous as this. And if the $25 is not paid within 14 days of receipt, I'll be penalized with a $500 fee. What a crappy state. I'll NEVER go to NJ again. Never.
