Highwaymen preying on unsuspecting travellers, taking money, promising all, giving nothing

Fell into the Travelers Advantage trap when I called a car rental company and some sales guy pushed this proposition really hard, saying I could easily cancel just by calling a number.

I've been trying to cancel for nearly a year now, but they're still taking $12.99 off my credit card every month. They offer no value for this money, just a stream of junk emails and nothing to indicate how I can opt out.

Is this legal? Can anyone help?
