Needs to stop fooling customers

I've worked at safeway for 8 years plus and i never could understand when i had to stock the shelves and we did not get a item or if we order an item and it didnt come in we were told to put another item in place of the other item that we were out of i would think ok not a big deal until alot of customers would say to me when i was in the checkstand i thought this item was on sell it was in the space with the sell tag i tell them that we are told to do that but i dont think that is right at all its unfair to the customer...
