Telemarketer ripoff - business from hell

A lady name michelle contact me at my place of residence by telephone stating that i was approved for a visa/master card in the amount of $2500.00.

I receive a call from Michelle from Benficial Client Care in July. She stated thatI was pre-approved for a visa/Mastercard in the amount of $2500.00. However $246.00 had to be deducted from my personal savings account before the card would be sent. She state that the card would be here within 5-10 days. Unfortunately I have not receive the card it has been 3-weeks. I have call the 1-800-999-0330 several times and all I get is a full voice mail. What must I do?
