Ripoff Coverting paper plans to CAD my Fried did Freelancing and completed 2 projects for him but he BOB now refusing to pay him

He gave two projects to one of my friends in INDIA and agreed to pay him on time. My friend completed the first project of converting paper plans to CAD and asked for the payment. He (BOB) gave him another assignment and asked him to complete that too and said that he will make the payment for both the projects together.

Now once the assignment is done and he has everything with him. He is refusing to pay to my friends. He knows that he cannot do anything sitting all the way back in INDIA, thus he is taking advantage and now refusing to pay agaist all his efforts towards the work he did for BOB.
