Moon non payment of child support has warrant on him

I have a 9 yr old daughter that has not seen her dad in 4 yrs, he has not payed child support in 8 yrs. I had child support enforcement on him gave them his address and phone number and everything they needed to find him, I even called the police station where he was and they never went to get him when I knew he was where I told them where he was, THEY NEVER DID ANYTHING! I need help raising her and he has not done nothen to help support her. He is from Baton Rouge, La. And has moved to Alabama with his girlfriend Stephanie. This is all I know about him.
