Ripoff

I was told that I will be getting a credit card that I can use when and where ever to help build up my credit. Capital Financial told me that the start up cost was $200. All I recieved in the mail where a fake looking plastic credit card, 4 homemade payment vouchers worth $50 each and a big catalog. This is not what was explained to me on the phone.
