Bernard J Woodard Magic Numbers Estimating Harris Contracting C&B General Contracting ripoff, Tortious Fraud, Deceptive Means, False Promise, Took money up front and has done nothing

Mr. Bernard J. Woodard, president of Magic Numbers Estimating Inc., was exposed to a residential construction project by me. The home was to be a retirement home for family friends of thirty years. Mr. Woodard was aware of this fact.

It should be noted here that at the time I was employed by Magic Numbers Estimating Inc.

Mr. Woodard represented to us that he held 1/2 interest in a company by the name of C&B General Contracting and that C&B General Contracting was HUB Zone Certified by the Small Business Administration.

Mr. Woodard also represented that Harris Contracting would be a partner to C&B General Contracting in completing the project, and that Harris' contractor's license would bond the job.

Mr. Woodard contracted with the owners on the 22nd day of September in 2005 and took $18,000 dollars cash up front as per the construction agreement.

To this day (April 11th), Mr. Woodard has done absoloutly nothing with the project. After stalling and excuses, finally in December of as a result of my efforts, and approval of Mr. Woodard, a fine company in good faith completed the foundation and other concrete work.

That concrete company to date has not been paid by Mr. Woodard. The job continued to languish with several letters sent to Mr. Woodard to try and move the project forward. Mr. Woodard did nothing.

After a lawsuit was filed in March of we have been doing research on Mr. Woodard and the above mentioned companies. We have learned that Mr. Woodard has a long history of felony thefts, and disiplinary orders by state angencies in the construction industry.

After contacting the owner of Harris Contracting, Harris claims that he knew nothing of the construction aggreement or that his company was named as a partner in the project. He claims that he also did not know that his contactor's lisence was being used to bond the job.

We also learned that C&B General Contracting is not HUB Zone Certified and that the company did not exist at all.interestingly, C&B was registerd to do business in Oregon in February of long after execution and breach of the construction aggreement.

It should be noted here that as of this date (April), Mr. Woodard also has not paid the money due me as per our employment contract, and has not returned the &18,000 dollars he took from the owners. He became angry and fired me when he could see that I would not go along with his appearent fraudulent ways.

Mr. Woodard actually wanted me to go back to the owners and ask them for more money. I would not.

Mr. Woodard/Magic Numbers Estimating Inc. Continues to offer to bid, bid, and perform construction projects throughout the United States. During the time I was employed by Woodard/Magic Numbers, every project that I saw in his control ended up in a legal arena of some kind.

It should also be noted that Mr. Woodard or Magic Numbers Estimating Inc. Does not have a contractor's lisence.

It should also be noted that shortly after Mr. Woodard took the &18,000 dollars, he took his family to Florida for a two week vacation. He also did some remodeling on his home and office. He personally showed me the work.

Be aware! Mr. Woodard is cunning and knows the "game" well. It is my opinion that if you choose to do business with Woodard/Magic Numbers Estimating Inc. You do so at your perril.
