RIPOFF The bill was sent to my father who does not speak English! Cincinnatti

My father received a bill for $29 from Navicomm (OneCall). I called the number on the bill and talked with agent 8256 but he did not give me any details about the "services" they provided. Please help me to investigate this issue. It sounds even more ridiculous because my father is almost 80 years old and he only (!!!) reads in Russian.
