The County Government for the County of Dorchester in South Carolina are increasing the impact and hook-up fee for connecting a residence to the public utility by 550 percent. The new cost will be 3800 dollars for the hookup. The county cannot account for the current expendature of funds and are trying to cheat the public to make up for the cash short fall.
