Sexual Harassment / Sexual Assault / Victim Blaming / Unethical

A married person very close to me was sexually harassed, sexually assaulted by a supervisor in Consumer Loans as she is also an employee of NFCU. Report turned into HR and victim was met with victim blaming, accused of lying, accused of more less "bringing it upon herself" because she was messaging with the supervisor. Of course, she was as he was supposed to be acting as her "Mentor" which NFCU pushes on their employees to network, engage, mentor, etc. They go so far as to hold social events at local bars for their employees, but spouses are NOT allowed, it's almost like they are running a brothel or encouraging extramarital affairs as the place runs rampant with them as all the locals know.
The actions and proof, including police reports, text messages, direct messages, etc. were also provided to the HR department, and it has been almost three months now with nothing being done. This place preaches all the typical HR propaganda along with how much they respect, protect their co-workers and "members". Not at all how she expected the "best employer in the area" or one of the "500 best companies to work for" to respond to such a traumatizing event. She is now seeing multiple therapists, counselors, and even a physiatrist to treat what is now several mental and phycological diagnosis for something Navy Federal acts like never happened.
Why would someone risk their entire career, the chance of being hit with a felony perjury or filing a false police report and cry sexual assault if it truly never happened? I've known this person for over 15 years and I've never heard them ever speak of any similar instances in their life so surely doesn't seem like a "boy who cried wolf" circumstance.
