Took money out of my checking account and did not send a credit card Canada

I received a phone call wanting to know if I would like a credit card of a limit of 2,000.00 all I needed to do is paay a one time fee of $249.00. That was in December. As of today I haave not received the card and cannot reach the company. I guess I am a victim like all the others on this site.
