Complaint against American Debt Counseling

I entered into an arrangement with American Debt Counseling in November. After paying a fee of $699.00 up-front for "Personal Debt Report, " they withdrew payments (for my creditors) from my bank account on the 23rd of each month, beginning 12/23. Payments included $37.50 for fees for ADC. All was well until December of when payments were late; this issue was resolved in February, and I was assured that it was due to "timing during the holidays." A final draft on my bank account was made on July 23. I received a letter from ADC in July stating that my account was being taken over by Financial Help Services as of July 29. ADC has so far not paid any of my creditors with the last payment I made, and all accounts are now one month behind, except for the one's I have paid myself.
ADC is impossible to contact; they did not give my money to FHS (who drew a draft on my account in August and dispersed payments to my creditors that posted September 6) nor did they turn over records for July/August to FHS. I was told by FHS in August that ADC said that they were running behind but would pay; however, they did not and still have my money. Please help.
