Unexplained 85.69 Card Charge After Bose Radio Refund

I bought an item on eBay, a Bose radio, serial 181156709004, at 220.00 plus US exchange fees, plus shipping, plus import fees, for a total of 302.00.

The next day I received a notice saying that my purchase was being refunded to my Visa credit card, 229.88, and the same day PayPal charged my credit card 85.69, identified as PITNEYBOWES 4029357733, without my knowing what it is and without notifying me. This stuns me a bit because I bought nothing else. An answer would be appreciated. Thank you.
