Caller with heavy Indian accent said he was from the Tech Department and calling about my Windows computer. Said his name was Andrew Stephenson. When I pressed, he said he wasn't from Microsoft, he was from World PC Solutions, located in Manhattan, gave phone number as 646-281-5428. Denied that the call was violating do not call rules, but told me if I thought he was, I should report it and offered to give me a phone number, which I declined. (Interesting twist.) I did not believe anything he said and was therefore not out any damages.
