Calls Reach Automated Voice and Repaired Phone Still Missing

They don't answer the phones. Every time i call I'm speaking to an automated voice. Which I don't enjoy because I have to constantly push zero to hear an actual living persons voice. Usually the person I speak to are Native American so I can barely understand what they are saying. My damaged phone was dropped off at FedEx on 6/10 and it was delivered on 6/12. What i don't understand is why did it only take 2 days for them to receive my phone and I've been waiting for almost a week now.
