I'm in St. Paul, MN. Several days ago I got a phone from 646-820-4382 (have been reported here), said that I have a loan about $287, if I refused to pay in 2 business days, I'll be put into jail.

The man said he's officer "Kevin Jones" (White man's name), but his accent is clearly a Indian or Middle East guy,
and he said he's from New York State County Court (I googled, no such a place).

I didn't give him a (Inappropriate Content Removed) but I do care is how he got my number and knew my name.
