It began as a commercial robo-call, from Bartlett Inc. At 404-400-1147 on my caller ID saying it was an offer to reduce my interest rate on my account with them. Press '1' to speak with an account representative for details. A person with a thick Jamaican accent answered. The sound quality was poor as if she was using a poor quality cell phone. When I asked what credit card she was referring to she said "Visa and Mastercard." I asked which banks and she said "B of A, and Citibank." I said "I don't have any cards with those banks. Is this a scam?" She immediately hung up. I am registered with the national "DO Not Call" list.
