A So Called Government Grant Scam

Last September, during a visit with my father and stepmother in Medford, Oregon, they told me they were getting a government grant of $20,000 to pay off debts and do home improvements. Today they told me they had given their charge card number for $4000 to these people so this organization could process the grant for $20.000. Then they told Dad there was no more money for last year so they would have to reapply, even though they had already paid the $4000 for the processing. Now Dad cannot contact them at all; They do not return messages. All this business was done over the phone after these people contacted them. Even Dad's bank told him this is a scam. Dad is 86 and his wife is 72 and have only Social Security checks and Dad's Navy VA check. I told him to contact you but I don't know if he is well enough. What should we do?
