Still waiting for delivery

I ordered a few cards from the states on the 13th Feb and i'm left still waiting. A tracking number was given to me and whenever I track my goods, the same location is shown from day one. What's the point of the tracking number? I spent almost $50.00 for this delivery. I contacted the South African Postal service and i'm told that it's not yet in the country. Why does the usps site state 6-10 days international delivery when that isn't the case? This is really inacceptable and clearly demonstrates a certian level of incompetence.
