Paid Off Car In December Still No Title Received

I paid off a car back in December and I still haven't received the title to the car, I have called every day within the past 3 weeks and they tell me that the title is here and their dont know why it hard to get the title considering that the car has been paid off i have car sold so i need to get the title as soon as possible.
