Second $19.99 Charge in February After Cancelling Within Five Days

In January I received an e-mail about a $1 to view my credit score, which I received. My account was assessed $19.99 charge. I called within 5 days and I was told they would cancel the account. On February 10 a second charge of $19.99 happened. How can Experian let this happen to people.
