Caller claiming to be the IRS/Varification Department

Someone with an Indian accent called and claimed to have a tax refund for me but needed to verify my identify. He claimed to be calling from the IRS Verification Department. He asked me my date of birth, I did not want to answer so he told me what is was. I asked for some confirmation or a supervisor that he was with the IRS, he hung up on me. His number is (202) 656-6282.
