Bevwerly Roussele Never refunded initial deposit to rent property

Promised to refund the deposit we"d paid to move into a run down shot gun double. She said she would pay us the $400 deposit in installments if we would work with her' and that we would see a payment within the end of the month well 9 months have gone by and we still have not gotton one cent of our deposit back do not trust this woman. Comes accross as a sweet old lady but is a con artist. Her reasoning was that she could have gotton more for the rent than we paid but the rent amount was suggested by her. The house is gross with rotting floor boards and a faulty roof and needs to be painted she also did nopt regularly keep the grass cut.
