I hired this person to build a portion of prototype for a design patent I developed. He quoted me $55 which I sent via PayPal. He said it would take two weeks to create. He said he mailed it to me, but I never received it. According to him, the post office sent it to the wrong address (blaming the post office for his having the wrong address). I gave him my address, but he never sent it. I've tried on several occasions to contact him and he has never responded. Friends of his say he changes the subject when they bring this up to him. PayPal won't do anything because the transaction was between two people and not businesses. I never even saw the product I paid him for in order to approve it.
