Hidden Fees

I noticed an extra fee on my visa statement charged to CFF last month. I called and spoke to the manager who told me that was their annual "enhancement" fee used for new equipment. The sales rep did not mention there were any additional fees when i signed up. So what exactly are my monthly dues being used for??
