Billing for unauthorized shipment

Received unwanted 2011 year guide in email last month. Unlike requested publications, there is no bill mounted on the container. Nowadays I receved their "EXPENSES" for $36.91 for that guide it says I requested.

Since it is National and state-law that no body needs to pay for-anything sent to anybody who didn't purchase that which was delivered, I'll not spend. Or does such product need to be delivered.

I'll deliver their "BILL" back having a resume cover letter showing I'm conscious of regulations. They will obtain the bill back although not the guide! Betch they wont do that again

Did this with another ensemble who nonetheless switched their statement to their collecxtion company. Described my knowledge of regulations and not noticed from their website again. Credit history revealed no statement was available by them.
