I have been billed and threatened collection on an account that I did not authorize

I had been delivered an account by Scholastic Inc, to get a starting visitors plan that used to do not approve. I delivered the bill-back designated Go Back To Sender, didn't purchase, convinced that there has to be some mix-up, my kid is twenty and yes he is able to study. They've since delivered the statement to some collection company RMCB. Personally I think this is definitely an illegal exercise. After every statement arrived I quickly delivered it back declaring that used to do not order or had actually approved this kind of order. I never exposed the expenses following the 1st initial statement was delivered.
