I haven't received my money

I found this website back in 2008 and at first thought "this is the perfect way for me to make a little extra income for myself and my family" I found out in there terms of service that Premium Members get paid in 30 days more or less and Standard Members get paid in 60 again more or less.
So I decided to invest $500.00 for their so called referals, well after about a week my bought so called people, suddenly stopped altogether. I got a few of them replaced as they had not clicked and saw my profit margin begin to grow.
I figured it was time to cash out, so I set up my alertpay account as they advise you to do, and deligently waited my 60 days. It soon turned into 90 and so on and so forth. I sent several support tickets asking where my money was since the days were flying past with no money coming.
All I would get in response is the same message, "Your account is pending and is being auditted, some people will receive their money sooner than other's and have to be checked one by one."
I put in my request July 1st, and have yet to see a penny of what they owe me.
My one and only question is, why are they still in business??? Why hasn't SOMEONE shut them down by now?
Please don't be fooled by the smoke and mirror's this company has put up because you'll be sadly mistaken if you do.
