Rebate ripoff cheated me out of a rebate that I sent to them numerous times but they say they never received it. The post office did not screw up that many times

In December I bought a computer from circuit city under the impression I was going to receive a rebate from HP and circuit city. I had to send both over again, but I did finally receive the rebate from circuit city. HP however said they received the paperwork for the ink rebate, but not for the pc. I still have not received the ink package rebate, and they still claim to have never received my pc rebate info. My feeling is that if you don't plan to give rebates you dont offer one. I hate thieves.
