Ripoff, Paid ahead for website design and website promo $350 dollars no refund has not finished what I paid for Syracuse New York

Aproximately eight months ago I paid Lorenzo Valdez via paypal $350.00 to redesign my web site, Mr. Valdez and I have been doing business for about a year or more I wanted to redesign my current web site which he design under Pezzaz.com, after discussing the price we aggreed on $350.00 for redsigning the site and promoting
the site, he asked for me to pay him ahead because he had to pay the designer who was working for him, I paid an have been waiting ever since it never materalized, he sent me a couple times names of other designers whom never called me or answered my e-mails after going back and forth, waiting, attempting to communiacte and find out what's going, getting I am sorry e-mails but no solutions it's down to been ignore, I make a call almost every other day, send e-mails almost everyday I have asking for refund I have concluded that Mr. Valdez just
does not want to refund my money which I have asked constantly nor is thinking of finishing the project he is intetionally not responding because he has decided it's easier to ripp me off.

He know's that we are in different states I don't have his address and as long he does not answer the e-mails or the phone there is nothing I can do, but he is wrong I am going to fight this all the way he's not that smart to keep my money, if you are planning to do business with him or are doing business with him don't ever pay him ahead he is irresponsible an opportunist, not trust worthy he also lies to hook you and take your money.
