ELANCE rips off Clients: They gave me an hourly paid WP consultant from Russia who wrecked my web site and destroyed my data. Then they took my money. Elance has a dispute method which is deeply buried in their website. Few can find it.
And if you choose the "pay by hour method" you have NO recourse if the contractor messes you up. Nor do they tell you this in advance.
