Josh Grillo claim to be a web developer but takes your money and does nothing

In May 3 of i called his guy, Josh Grillo, from his ad on craigslist which he advertised to be a professional website developer. I made an appointment to see him and we talked about what i need and wanted to hire someone to setup my website, Free classified ads. At the meeting he wanted to charge me $2000. I told him no thanks. He later called me back saying that he could do it for $900, instead. I agreed. I payed him half $450 by paypal. For my website i wanted a function which allowed the user to place ads in Multiple city, he told me he could add that for additional $275. Which i paid immediately by paypal. After almost 25 days have gone by, and my website looked exactly as it did the first day. I got frustrated and called him but he tells me that it will be done in a week or so, but nothing happens still. I got frustrated and hired another web developer and filed a claim with paypal.
