Took 169.99 to repair computer through pay/pal did not fix computer said would return money. Did not

HP gave me the phone number for help guru for technical help for my pc, 1888-201-5902 I called and gave the girl my issues. She said she could fix it but I would need to pay (through pay/pal) 169.99. After I paid the money they said that the ram had crashed in my computer had crashed and would need to be physically repaired of course they couldn't do that as they are not in the US.
She did delete programs on my computer to try to free up space but that did not work. They said they would return my money, after what they called two pay periods (about two months). I did not know at the time but after 45 days pay/pal said they wouldn't do anything. So is there anything I can do? The womans name is Misty. I have a number 94373, I believe they called it a ticket number.
