Rip-off! I sent them money for a computer and I'm still waiting for it

I received an offer by mail to get this computer, internet ready IBM Desktop computer for $779.95. They sent me a credit voucher for 400 dollars and all I had to pay was the balance. I did and the computer never came. I sent them a personal check which was cashed but I want my money back.
