Ebay Auction Ripoff Brooklyn New York

I was also ripped off on Ebay by these people. I purchased a flat panel monitor for a total of $391 (item, shipping, and insurance) but never received item. Seller's only correspondence to me was a "thank you" when the auction ended and and said "allow us some time to ship." Since then, I have received no replies to my e-mails. I filed my complaint with PayPal and received judgement in my favor, but they said they were unable to recover any funds.

I've noticed that I'm not the only victim of these theives and would like to the next level. I'd like to file claims with any agency I can. If anyone who has filed complaints can point me to proper authorities (websites, e-mail addresses, phone numbers) I'd be very grateful.
