Laptop Payment Charged to Wrong Card, $39 Over-Limit Fee

We purchased a laptop computer on eBay for my mother. We paid for it using her credit card through PayPal. PayPal placed the charge on my credit card instead, causing an over-the-limit fee of $39.
We called them via their customer service number, which gave us no service, and they did not care that we were treated unfairly by their greedy company. They refused to do anything about it.
I am furious about this.
